Prevention and Action Plan against COVID-19 at Instituto Superior Técnico:

In order to ensure a safe return, Técnico has drawn up a document that aims to provide important information on COVID-19 for Técnico community and visitors.

Note: The Prevention and Action Plan is currently being updated, and a new version will be published as soon as possible.

Information for students (update)

School activities

For school activities, starting upon April 19, the regime will be as follows:

  • The theoretical, theoretical-practical, practical, problem-solving and computer lab (or equivalent) classes will continue to operate at a distance.
  • The remaining laboratory classes may work on a face-to-face basis, according to plan B proposed by the Head of the Curricular Unit to the Pedagogical Council, according to the UC schedule and taking into account the limit number of students in class.
  • Tests outside class hours can be face-to-face, on-site. The Head of the curricular unit should inform the PC and the GOP so that rooms can be assigned for that purpose.
  • Student spaces at the campi (student lounges and study spaces, including within the spaces associated with the Library) and LTIs will be made available for those who need to attend online classes, and for study, and these spaces will be properly identified for this purpose.
  • Library services will continue to operate on a “takeway” system.
  • The above dates are of course subject to changes resulting from any government decisions on pandemic control measures.

Specific Recommendations for Técnico community

A set of containment measures is foreseen at this stage:

  • Access to buildings is restricted, according to the Procedures to enter Técnico campuses (see below).
  • Self-isolation is recommended to all suspicious cases.
  • Cleaning and disinfection of spaces will continue to be reinforced using disinfectant solutions, with particular focus on handrails, door handles, elevator buttons, etc.);

According to the evolution of the epidemiological situation and in accordance with indications from the Health Delegate and /or other competent authorities, additional measures will be taken.

  • Members of Técnico community with COVID19 symptoms, in any campus, should contact the telephone numbers mentioned below in order to be sent to an isolation room. After entering the isolation room, please call SNS 24 – 808 24 24 24 and follow the instructions.

If you have COVID-19 symptoms, you shouldn’t come to Técnico. You should contact SNS 24 (808 24 24 24).

From 30th March 2020, the health services will be open on Mondays, Wednesdays and Fridays, from 9:00 to 15:00, as follows:

  • General practice – Mondays and Wednesdays from 11:30 to 13:00;
  • Dentistry – Emergency. Mondays from 13:30 to 15:00 and Fridays from 9:00 to 13:00;
  • Gynecology – Emergency. Consultations by appointment only;
  • Psychology – Skype sessions with the psychologist. First appointments should be requested (Skype);
  • Nursing – Consultations by appointment only.

Appointments should preferably be made by email to saude@tecnico.ulisboa.pt. Patients with chronic diseases are allowed to keep the usual medication by showing an old prescription. Any person with the following symptoms:

  • Fever;
  • Cough;
  • Breathing difficulties.

Confirmed and suspected cases of COVID-19 should be reported to Instituto Superior Técnico by e-mail — COVID19@tecnico.ulisboa.pt — or by phone – 218 418 000.

Access to Técnico campuses

Entry requirements

  • Temperature screening before entering the campus
  • The use of face mask is mandatory, including outdoors
  • Respect the maximum occupancy rates established for indoor spaces
  • Gatherings not allowed (according to DGS guidelines)
  • Be aware of opening hours for the different activities

CTN Campus, Sacavém

Only authorised persons are allowed to enter CTN campus. Access authorisation will be granted by CTN Management Committee.

TagusPark Campus, Oeiras

The building will be closed to the public.

  1. Rooms 1.17 and 0.71 are open from 1st June (10:00-18:00).
  2. Faculty, employees, researchers and PhD students will be allowed to access their offices during working hours (8:00-18:00), upon presentation of IST card (or research centre) at the entrance of the building. Accompanying persons will not be allowed.
  3. Security guards must actively intercept any bystanders within the building outside working hours and instruct them to leave the building. In case of refusal, the security guard will require the IST card and request clarification about his/her presence on the premises. If this information is not provided, the security guard must immediately contact Daniel Santos (daniel.neves@tecnico.ulisboa.pt).

Alameda Campus, Lisboa

  1. From 1st June 2020, the following spaces will be open from 10:00 to 18:00: the room “Aquário” at Civil Engineering building, rooms 5 and 9 (LTI-DSI space), at North Garden building
  2. People can move around the campus during working hours (8:00-18:00). The members of IST community (faculty, researchers, PhD students or employees) will be able to access the buildings and circulate as far as their card and/or key allow. People who have prior authorization from NSHS to access spaces (either from the IST community or outside) must contact the security guard, who will then check whether this authorisation exists. All accesses of this nature will be registered by the security guard and reported to the NSHS.
  3. Outside working hours, security guards will actively intercept any bystanders (outside or inside the buildings) and instruct them to leave the Campus. In case of refusal, the security guard will require the IST card and request clarification about his/her presence on the premises. If this information is not provided, the security guard must immediately contact the NSHS.

Impact on Human Resources:

Communication with the Human Resources Office

  1. Without prejudice to formal acts that require the use of physical documentary support, we recommend the use of digital documents (pdf or image). Communication with the Human Resources Office should be done via the RT ticketing system (https://drh.tecnico.ulisboa.pt/contactos/). Documents such as medical certificates, parental leave or ADSE reimbursements can be sent via RT. The original documents should be kept and delivered when the situation returns to normal.
  2. At this stage, the Human Resources services will be available via telephone 218417033 (internal number 1033) or, alternatively, via skype “DRH-IST” (10:00 to 12:30; 14:00 to 16:30).

Mental Health and Psychological Support

LAPIS – Psychological Support Line at Universidade de Lisboa

The Psychological Support Line at Universidade de Lisboa – LAPIS – provides assistance during the COVID-19 pandemic. This support line was created by the Faculty of Psychology of Universidade de Lisboa and aims at the entire ULisboa community. It is available from Monday to Saturday, 10:00-18:00. This service is provided by experienced clinical psychologists, who may help the members of our community to better deal with fear and uncertainty.

NDA — Academic Development Unit at Técnico

The Academic Development Unit at Técnico – NDA – provides useful information about some of the most common situations caused by the COVID-19 pandemic, on the NDA website and on the NDA Facebook page. The mission of NDA is to promote the full development of students, professors and researchers, enhancing student academic success and integration, and contribute to the continuous improvement of the Teaching-Learning process.

SNS24 – Mental Health helpline

The Mental Health helpline by SNS 24808 24 24 24 – aims to support the healthcare professionals who are providing health care, constituting a valuable resource for an effective management of the emotions most associated with this sort of crisis. The service is provided by clinical psychologists and is available 24 hours a day, 7 days a week.

Any additional instructions for Public Administration or Higher Education Institutions will be reported immediately to Técnico community, namely leave of absence measures due to COVID-19.

  4. Did you get tested for COVID-19? at IST? (because of a random call, symptoms, contact with someone infected)
  5. When did you experience the first symptoms? (if applicable)
  6. Were you in any of the IST campuses this week? If so, please let us know: when you were there, in which places you were and if in any of these places did you happen to remove your mask.
  7. Were you close to someone from the IST community without a mask? Were you close to someone from the IST community, wearing a mask, but less than 2 meters away, for long periods of time (more than 15 minutes)?
  8. Tell us the name and contact details (if possible) of the people you were close to.
  9. When you knew you were infected, did you communicate this information to any of these people? Which were the people you communicated about this?
